Darold Spillman

Darold was elected to his first term on the Board of Education in April 2011. 

The reason he ran for the school board was simple; to give back to the community.  He ran for school board as a thank you to the district and to give back to the school community.

After retiring from the Air Force, he felt his experience in the all-around function of command offices in the area of transportation, civil engineering, hospital-medical, postal, as well as the United States Air Forces in Europe in Germany, would be beneficial to the workings of the school board.  Darold brings knowledge of policy and procedures. He listens and likes to ask questions, research ideas, issues, and information and brings an outside approach to the board. 

Currently he is a Business/Administrative Associate and Research Coordinator within the University of Illinois. He has also been a tax advisor for over 15 years. Working within the University setting compels him to spend money effectively.  This is another quality he brings to the board. 

It is Darold’s hope that while serving on the board, he can help parents and educators enrich and encourage all students and to expand the horizon of education and life-long learning.  He would also like to see a greater support and awareness within the community for the pursuit of a college education and the educational and employment value of vocational technology skills.

Darold is a graduate of Woodbridge American High School, RAF Woodbridge, United Kingdom. He received his Associate of Applied Science from the Community College of the Air Force in 2004. He graduated with a Bachelor of Arts degree from Eastern Illinois University in May 2015.

Darold is married to Andrea. They have seven children – Philip, David, Bridget, Anna, Thomas, Andrew, and Emma. He enjoys home repair, cars, cooking and spending time with family and friends. Philip, a 2014 graduate of Tuscola, is currently a mechanical engineering student at Michigan Technological University in Houghton, MI.  David, a 2016 graduate of Tuscola, is currently an aviation student at Quincy University in Quincy IL.  Bridget is a 2017 graduate of Tuscola, is a history student at Eastern Illinois University in Charleston, IL.


Rick Quinn

Rick is a 1972 graduate of ABL and a 1974 graduate of Parkland College and has been employed by  Kraft Foods since 1974.  Rick served his first term on the School Board from 2003-2007 and was elected again in 2009, 2013, and 2017 to serve additional terms. 

My wife and I moved to Tuscola as a young family.  My oldest son was just beginning kindergarten.  With both of us coming from small towns from the surrounding area, we felt Tuscola was the best place for us.  It offered good schools and many activities for our family.  As our children grew and began participating in many of the activities offered by the district we became more active ourselves volunteering to help out whenever we could.  I ran for the School Board because I wanted to make sure our district continued to offer activities that encourage our students to expand their knowledge and help them grow as responsible adults. 

Our challenges are many.  We need to remain diligent in our efforts to improve our curriculum for our students and maintain a nd improve our facilities while acting in a fiscally responsible manner.  As a Board member I intend to work with the other Board members,  administration, faculty and staff to achieve these goals. 

Rick is married to Jerri and has two sons, Patrick and Mark and four grandchildren.  Patrick is a 1996 graduate of TCHS and Mark is a 2001 graduate of TCHS.


Martin Marx

Martin was sworn in on April 24th of 2017 for his first term on the Tuscola school board. He graduated from Fulton High School in 1971 in Fulton, Illinois, the home of the Fulton Steamers. Martin went to Eastern Illinois University and received a Bachelor’s of Science degree in Zoology and Botany.

Martin taught at Tuscola High School for 39 years.  He taught Biology, Advanced Biology, and freshman science. Martin retired from teaching in May of 2016.

Martin has two daughters who are graduates of Tuscola High School. Katie is a Nuclear Medicine technologist at a hospital in Cooperstown, New York. Anna is a marketing assistant for the city of Tuscola and is a co-owner of a business in Tuscola called Posies and Pattycakes.

The reason Martin ran for school board is that he wanted to be a voice for the students, the parents, and the faculty of the Tuscola school district. Over his first term as school board member, he would like to help with the curriculum throughout the school district.  Also, in his first term, he would like to increase the faculty in a few of the departments in the school district where it is needed.


Cathy Mannen 

Cathy was elected to the Board of Education in April 2017. She is a 1989 graduate of Unity High School in Tolono. Her post-secondary credentials include a Bachelor of Music degree in Piano Performance from Millikin University, a Master of Science in Education from Eastern Illinois University, and a Master of Education with General Administrative Endorsement from the University of Illinois. With endorsements in Elementary Education and Reading, Cathy taught for nearly 18 years. Her teaching experience included two years in Urbana and nearly 16 years in Champaign as an elementary classroom teacher, literacy interventionist and coach, and Reading Recovery teacher. Currently, Cathy works for the members of the Illinois Federation of Teachers as an education policy advocate.

Cathy and her family moved to Tuscola in 2001 when their oldest daughter, Nicole, was in kindergarten and their youngest daughter, Rachel was two years old. Cathy decided to run for school board because she believes that strong public schools build and maintain strong communities. She is invested in Tuscola’s public schools and dedicated to students learning and succeeding. “Being on the school board is a way that I can give back to the community and school district that nurtured our daughters as learners.”


Brad Ingram

Brad was elected to the Board of Education in April of 2019. He graduated from Chrisman High School in 2002. After graduation, Brad attended Indiana State University where he received a Bachelor’s of Science, majoring in criminology and minoring in community health (2007). While attending college, he joined the United States Army (2004) where he graduated at the top of his class from Basic and AIT for The Military Police Corps.Upon returning to college, Brad joined The Reserve Officer Training Corps and commissioned as an Officer in the US Army, Military Police, for the Indiana Army National Guard. Brad was deployed to Baghdad, Iraq directly after college (2008) where he served as a Platoon Leader for a Military Police Company. During his total 13 years in the Army, Brad served in several leadership positions to include Executive Officer, Company Commander, Operations Officer, and Logistics Officer.

Brad pursued a career in the railroad industry accepting a position with CN Railroad in April of 2011. While at CN, he got his Masters of Arts in the field of business and organizational security management. He worked as a Risk Mitigation Officer which entailed investigations, negotiations, safety, and public awareness for its employees and local communities. He currently holds a position as a Technical Training Officer for CN. He focuses on Engineering related training that is designed to educate, coach, and guide its employees towards a continued safe working culture while upholding federally mandated guidelines.

Brad has resided in Tuscola since 2008 and is happily married to Elizabeth(Scribner). They have 3 children together Benjamin, Emmalyn, and Elijah.

The reason Brad ran for the school board is that he wanted to be a voice for the community, the parents, the students, and businesses that make Tuscola such a great place to live. Throughout his first term, Brad would like to help ensure that our children and loved ones are provided a safe and secure place to teach, learn, and grow. He will also focus on continuing the growth of our fiscal status in an economically evolving town. Functional classrooms and resources needed to deliver and receive a top-notch education for all those involved will be a central drive around all decisions he is part of making with his fellow board members.

Jessi Young

Jessi was sworn in June 2019 for her first term on the Tuscola School Board. Jessi graduated from Rantoul High School in 1999. She then attended Illinois State University where she obtained a Bachelor’s of Science degree in Marketing with a minor in Economics. She has worked for CCMSI (National Third Party Administrator for Worker’s Compensation & Liability Claims) since 2003 in various marketing positions. She also has been an active volunteer for Tuscola School District since 2013 and is a member of Tuscola Rotary. Jessi’s blended family includes her husband James and children Lilly & Logan Kurtz (Class of 2026);  Lawson Kurtz (Class of 2027); Anastasia Young (Denver, CO); Colton Young (Denver, CO).  She feels as parents and community leaders we shoulder the responsibility to provide children the greatest opportunity to succeed in life’s endeavors and pursuit of their dreams. Education is, of course, paramount in building intellect, character, and community for their future success. Whether pursuing a college education, technical trade or becoming a homemaker, instilling the importance of education in our children in facilitating their ambitions is vital. As we find the world around us and within Tuscola becoming more complex and challenging, as community leaders we must become even more vigilant in creating and sustaining a safe, moral and effective educational system for our children.
